Conclusion of the competitive dialog on the "Quartiere am Volkspark"
A wide range of housing, leisure and sports facilities as well as social amenities, schools and a university campus are being built on an area of around 55 hectares. The competition for urban planning and open spaces was subject to intensive public consultation in 2023 / 24. At the end, the winning design by the internationally renowned Danish architectural firm Cobe was discussed and exhibited.
Dialog to the Innovationspark Altona
In the immediate vicinity of DESY , Innovationspark Altona is being created for companies that benefit from the unique combination of research, teaching and innovation. In order to unite the diverse requirements and visions for the area, a functional plan is being developed as an urban development specification. In 2024, HIE Hamburg Invest Entwicklungsgesellschaft mbH & Co. KG invited all interested parties to a workshop process.
Science City on Tour
Three weeks, 15 stops at ten different locations and more than 250 discussions with interested residents, employees from the surrounding companies and science and urban development enthusiasts - that was the result of a three-week pilot project with a mobile information service for Science City Hamburg Bahrenfeld in summer 2024.

Competitive dialog "Quartiere am Volkspark"
Helping to shape the urban development and open spaces of a new neighborhood
In the competitive dialog process for the "Quartiere am Volkspark", the focus was on how urban development and open spaces should be integrally designed. Different uses covering the entire spectrum of a science location had to be combined with the requirements of an urban city space.
The special competition procedure, called "Competitive Dialogue", involved citizens comprehensively and transparently. The Science City workshops and an online survey had already provided valuable suggestions and ideas for the brief.
Public exchange with the jury and planners
From the public kick-off on October 7, 2023 to the provisional conclusion on September 19, 2024, interested citizens had the opportunity to get a first-hand impression of the competition and the players. An important goal of the events was also to give the neighborhood the opportunity to get to know the planning teams personally, to get a feel for how they work and to support them with their knowledge and information about the area in getting to know and understand the place.
The district delegation
The innovative concept of a district delegation was developed to give representatives of the neighborhood an insight into the process and to ensure continuous and intensive support from citizens: six people from the neighborhood accompanied the entire competitive dialogue and advised the selection committee in the role of experts. They represented the local perspectives and concerns in addition to the representatives from administration and politics. The valuable assessment of the neighborhood delegation was incorporated into the evaluation of the planning teams' designs.

Preparation for the competitive dialog
Online participation and themed workshops
Long before the competition, suggestions from local people were collected in a three-week online survey and in three public workshops. The focus was on perspectives, ideas and suggestions, which were later given to the participating planning offices as a test assignment. The process was comprehensively documented.

Workshops for children and young people
In addition, two workshops were held in 2021 for children aged between 8 and 12 and young people from 12 to young adulthood. The formats took place in cooperation with the Kl!ck Children's Museum as part of the Altona Diversity Week.

Special Committee Science City
Cooperation with the district Altona
In 2020, the district office Altona, the district assembly Altona and Science City Hamburg Bahrenfeld GmbH signed a cooperation agreement. They agreed to promote the transparent exchange of information and the joint formation of opinions and decisions.
The work of the special district committee set up at that time for Science City Hamburg Bahrenfeld is now being continued in the urban development committee. Planning steps are presented and discussed here at district policy level.

Forum Bahrenfeld
The broad communication and participation process for the overall project Science City Hamburg Bahrenfeld was launched for the first time in 2020 with the "Forum Bahrenfeld" format. In September 2020, the 1st Forum Bahrenfeld on the construction of the new X-ray microscope PETRA IV took place as a general kick-off for information and discussion of the core scientific project. The 2nd Forum Bahrenfeld was dedicated to Science City from the perspective of the question: "What does knowledge-based urban development mean?"
